We,
the following residents of
Tecopa,
California, ask the Inyo County Grand Jury to investigate a possible conflict of
interest for Inyo County Fifth District Supervisor Michael Dorame in representing his
constituents regarding management of the Tecopa County Hot Springs
Campground and Park. Although the great majority of residents and voters
in Tecopa clearly stated their preferences in the above matter, through
letters, petitions, direct testimony, and pledges for financial support
for local management, Mr. Dorame has consistently and exclusively
represented the interests of an outside corporation, California Land
Management, Inc., (CLM) in all public meetings and discussions. In fact,
Mr. Dorame became verbally disparaging and abusive about his constituents
during public Supervisor meetings on this issue, every time his colleagues
began serious inquiry into the merits of the community’s proposal. Video
tapes are available.

This behavior has left a lasting impression among many affected
constituents and other users of the Tecopa facility that Mr. Dorame may
have a financial or other interest in the successful negotiation of a
management contract with CLM. If this is true, appropriate measures should
be taken immediately. If this is not true, then Mr. Dorame deserves to
have his reputation cleared.
